The Boy Scouts' activities during the Second World War, with particular emphasis on their contribution to the war effort and building for a better future.

Men of Tomorrow describes various activities such as a firefighting exercise, aiding the Observer Corps and coaching the Home Guard in map-reading and tracking. Sea Scouts man a Thames patrol launch checking incoming ships; Scouts paint kerbs and lamp standards for the blackout, construct shelters and check gas masks.

The film bears comparison with the German film Soldiers of Tomorrow (Soldaten von Morgen, 1941) with its emphasis on militarism and a future in the German armed forces.
